Searching and selecting a good idea, doing research and determining the preconditions.
Making a design/mockup, proof of concept (POC) and prototype of the solution and test it, possibly in a pilot.
Further develop the prototype into a fully-fledged solution. Train users, implement and maintain the solution.
Further develop and scale up the solution.
